St. Johns County Approves 234-Unit Apartment Complex With Affordable Units

St. Johns County has authorized the start of construction for a new 234-unit apartment development in St. Augustine. The project, known as Madison Seagrass, will be located at 875 State Road 16, situated near the Kenton Morrison Road intersection, a Florida Highway Patrol substation, and a Publix shopping center.

Madison Communities, a division of the Charlotte-based Madison Capital Group, is developing the property. Approximately 40 percent of the apartments will be reserved for income-restricted housing in compliance with Florida’s Live Local Act. This state legislation provides zoning flexibility and incentives to developers who include affordable units in their projects, while also requiring local governments to permit higher-density residential construction in commercial, industrial, or mixed-use zones.

This approval represents a significant step for Madison Capital Group as it continues to expand its apartment portfolio throughout Florida. The development contributes to a broader trend of multifamily construction in St. Johns County, where rapid population growth and increasing housing costs have heightened demand for residential units.

St. Johns is about 8 miles west of Nocatee.

Affordable and workforce housing remain contentious topics in the county. During a recent candidate forum hosted by the St. Johns County Chamber of Commerce, commission hopefuls expressed divided views on how to manage rising housing expenses that impact teachers, first responders, and other essential workers.

Some candidates supported measures such as public-private partnerships, zoning adjustments, and employer collaboration to increase workforce housing availability. Others cautioned that these approaches could act as a Trojan horse for developers, potentially increasing density and placing additional strain on local infrastructure.
