State prosecutors would receive enhanced statutory tools to pursue scams involving spoofed government numbers, counterfeit digital arrest warrants, and undisclosed artificial voice clones engineered to extract payments from residents.
Under the draft statutory measures, large-scale telecommunications fraud would face elevated felony penalties carrying mandatory minimum prison terms, while possessing or importing commercial SIM farms and hardware rigs used to broadcast automated calls would be outlawed as contraband. Telecommunications carriers would be required to verify origin numbers, assist traceback inquiries, and sever connections to fraudulent campaigns upon legal notice.
