St. Johns schools seek public comment on Title I and Title IV Ed Flex waivers

St. Johns County School District is asking parents, employees, students and community members for feedback on proposed Ed Flex waivers for its 2026-27 Title I, Part A and Title IV, Part A federal grants, according to a public notice posted by the district.

The public comment period runs from Sept. 16 through Oct. 5, 2026. SJCSD said it is requesting flexibility from certain federal requirements so funding can better align with identified student needs, district priorities and programs that have shown positive outcomes.

Title I, Part A flexibility

For Title I, Part A, the district said it is seeking flexibility related to:

• Carryover limitations
• Schoolwide program poverty thresholds and grandfathering provisions
• Parent and Family Engagement funding
• Budget and activity-level revisions
• Rank and Serve requirements

SJCSD said those changes would help maintain continuity of services, respond to changing school needs and expand opportunities for meaningful parent and family engagement.

Title IV, Part A flexibility

For Title IV, Part A, the district is seeking flexibility from required spending percentages across program areas and from limitations on certain technology expenditures. SJCSD said that would allow it to strengthen high-priority initiatives, including tutoring and targeted academic intervention supported by instructional technology.

What would not change

The proposed waivers would not change the allowable uses or overall purposes of Title I or Title IV funds, the district said. They would give SJCSD more flexibility in directing federal resources based on identified needs while keeping oversight and accountability in place.
